In 1967, PPEP, Inc. was founded by Dr. John David Arnold aboard a 1957 Chevy bus named “La Tortuga (tortoise)” with a $19,000 grant from the Tucson Committee for Economic Opportunity. Its mission to “improve the quality of rural life.” Four decades later PPEP remains dedicated to carrying out the dreams of its first Bracero migrant farm workers students for a better way of life. PPEP TEC High School (PTHS) is available for students looking for an alternative to a “traditional” education. With small student to teacher ratios, we are able to provide more of a one-on-one learning experience.
PPEP TEC High School (PTHS) provides an alternative educational option for students ages 14-21, grades 9-12.
We offer a comprehensive high school curriculum.
PMHDC provides loans to small business owners in southern Arizona that reside in Yuma, Cochise, Santa Cruz, Pima, Pinal, Maricopa, Gila and Graham Counties. As a nonprofit organization, PMHDC’s mission is to help small businesses thrive through, technical assistance, lending money, promoting our clients’ businesses, linking them to small business resources, information.
PMHDC Southwest Medical Aid (PSMA) is a 501(c)(3) nonprofit organization dedicated to providing durable medical equipment and medical supplies free of charge, through other qualified charitable organizations, for their clientele who may otherwise go without.
Anyone can be a recipient of aid, but most recipients are people who have become marginalized through poverty, fixed income, natural disasters, political unrest, physical or financial hardship, loss of a job or home or family member, incarceration, homelessness or other life events.
PPEP’s Human Services fall into three categories; Emergency Services; Services to the Elderly; and fresh organically grown food at the Arivaca Community Garden Services are offered to rural and low income residents of Arizona to help families become self-sufficient or to stabilize crisis situations faced by many families.
Emergency Services:
Emergency Services consists of short term crisis intervention, such as rental/mortgage assistance, utility assistance, and other employment or educational needs.
Elderly Services:
Elderly Services consist of long term case management for the senior population in the towns of Ajo, Why and Sells, to help maintain independent living or to have access to information needed to remain in their homes and communities
Arivaca Community Garden:
The Arivaca Community Garden is a certified organic garden, located 60 miles southwest of Tucson, in rural Pima County and the town of Arivaca, AZ. The garden provides fresh produce to a variety of organizations, including rural food banks and hot meal programs.

WIOA Youth Programs:
The PPEP Workforce Innovation and Opportunity Act (WIOA) Title 1B Youth program provides services to youth, ages 14-21 through summer programs and after school programs. The main objective is to focus on long-term academic and occupational learning opportunities and to provide a comprehensive service strategy. Services are provided to in-school youth, ages 14-21 and out-of-school youth, ages 16-21.
YouthBuild:
YouthBuild is a youth and community development program that simultaneously addresses core issues facing low-income communities: housing, education, employment, crime prevention, and leadership development. In YouthBuild programs, low-income youth, ages 17-24, work toward their GED diploma, learn job skills, and leadership development, while serving their communities; by building affordable housing and providing community services.
